Introducing Our Board

Our Board of Education is the governing body for the San Juan Unified School District.

The five board members are elected at large by the community to four-year terms. Terms are staggered so that two or three seats are up for election every two even-numbered years. Board members earn compensation of $750 each month and may subscribe to the district's health insurance plans.

In addition, two representatives from the District High School Student Council participate in board meetings in an advisory capacity.

The superintendent of the school district serves as the chief executive officer, manages district staff and ensures that board policies are carried out.

President
Richard Launey was elected to the San Juan Unified School District Board of Education in 2004. Rick graduated from the University of Texas, has an MA in Government from Texas Christian University, and accepted and worked under a doctoral fellowship at the University of Nevada. He has worked as both a Dean and College President, and was head of the national education division of a leading commercial Internet service provider, where he worked to promote Internet access for colleges, universities, and public K-12 schools nationwide. Since 2000, Rick has been working as the Executive Director of a non-profit organization focused on school safety issues and staff development for K-12 schools in California. Rick and his family have lived in the San Juan district for over 28 years, and his three children are all graduates of El Camino High School.

Lucinda Luttgen
Vice President
Lucinda Luttgen was elected to the San Juan Unified School District Board of Education in 2004. She began teaching in the San Juan Unified School District in 1967 and taught at several schools, including her alma mater San Juan High School, until her retirement in June of 2004. Several times, Lucinda was named Andrew Carnegie Middle School's Outstanding Teacher of the Year, and in 1985 she was the San Juan Unified School District's Teacher of the Year. Lucinda has been active in professional development and continuing education activities for teachers, including involvement at California State University, Sacramento and working with the Science Olympiad, San Juan Teachers Association, and the Sierra Club.

Larry Masuoka

Larry Masuoka, D.M.D. was elected as a Trustee in 2006. Larry graduated from the University of Southern California with a B.S in Biology and from the University of Pennsylvania with a Doctorate in Dental Medicine. After dental school he served for six years in the U.S. Air Force Dental Corps, and also earned Fellowship status in the Academy of General Dentistry. Larry and his wife Sharon have four daughters who attend Bella Vista High School, Carnegie Middle School and LeGette Elementary School. Within the San Juan School District, Larry has served as chairman of the Citizens Bond Oversight, and the Facilities, Transportation and Finance Committees, and on the 3280 Committee. Larry has served as an elected director of the Fair Oaks Recreation and Parks District, currently serves on the Sacramento Metropolitan Cable Commission, and is a UC Master Gardener.

Greg Paulo
Member
Greg Paulo was elected to the San Juan School District Board in 2006. He and wife Lonna have six children and seven grandchildren. They are extremely proud of their family and credit much of their children’s success to public schools. Greg received his AA from Napa College wherein he was student body vice president and captain of the varsity basketball team; a BA from Sacramento State; MA in school administration from USF; and possesses life general elementary and secondary teaching credentials. He was a teacher and coach in San Juan for thirty eight years, serving at elementary, middle and high school levels. He’s recognized in Who’s Who of American High School Teachers; was a two time recipient of the San Juan District Professional Excellence Award; and received the Schools Financial Credit Union Excellence in Education Award.

Member
Larry Miles was elected to the San Juan Unified School District Board of Education in 2004. Mr. Miles, who also serves as an arbitrator and mediator, has been an attorney for over 24 years and previously served as Vice-President/General Counsel of a $350 million dollar company. He received his BA degree from UCLA, MA from Occidental College, earned his law degree from U.C. Davis, and was also a CORO Fellow in Public Affairs. Larry and his wife Marsha have two children who attended San Juan district schools and graduated from El Camino High School.
