The term homeless children and youth means individuals who lack a fixed, regular, and adequate nighttime residence. It also includes school-age children who have a nighttime residence that is: a shelter, motel or hotel, trailer park, campground, makeshift arrangements in someone's home, awaiting foster placement, or a place not designed for human accommodations.
