    What is Open Enrollment?

The San Juan Unified School District (SJUSD) is pleased to offer parents a choice of excellent schools. Families who reside in the San Juan Unified School District have the opportunity to enroll students in any of the District’s schools providing:
    • Space is available in the appropriate program. (Available space is determined by defined physical and program capacity of the school after placement of enrolled resident students) AND,
    • Families are willing to provide transportation.
Open enrollment is a process to request a school other than your neighborhood school or to return to your neighborhood school following a transfer. Once you receive your open enrollment results, you will be assigned to your school of choice which becomes your residence school or placed on the waiting list for that site.  ALL waiting lists expire on December 31st each year.

Open Enrollment is NOT on a FIRST-COME, FIRST-SERVED basis. A computerized random selection will determine which students are accepted for their choice schools.

Parents will need to submit a separate request for each student they wish to submit for the Open Enrollment Lottery. Parents may select ONLY ONE SCHOOL for their choice in the Open Enrollment Lottery.

You DO NOT need to participate in Open Enrollment if . . .

    • You want your student to continue in his/her current school or school of residence
    • Your student is currently enrolled with an approved intra district transfer or previous open enrollment placement

You MUST participate in Open Enrollment if . . .

    • You would like your student to attend a school other than your current school of residence
    • You would like your student who currently attends a K-6 or K-8 school to attend 6th grade at a middle school
    • You would like your student to attend a middle school other than their resident K-8 school for 6th, 7th or 8th grade
    • Your student qualifies for the High Achiever Program and you want him/her to attend a middle school other than their resident school
    • You would like your student to attend any of the following schools:  Cowan Fundamental, Dewey Fundamental, Green Oaks Fundamental, Cambridge Heights Open, Mission Avenue Open, Orangevale Open (K-8), Arcade Fundamental (6-8), El Camino Fundamental (9-12)
    • Your student was overloaded to the school they currently attend, you have not submitted an intra district transfer, and you would like for him/her to remain at the overloaded site
    • Your student is currently enrolled in a Transitional Kindergarten (TK) program at a school site other than your resident school and you would like them to continue at the same site for Kindergarten

    Online Submissions:

The online submission of an Open Enrollment Request is available only for students that are currently enrolled in the San Juan Unified School District.  If your student is currently attending a private school or if he/she will be entering San Juan Unified for the first time, please complete and submit an Open Enrollment application form.  Parents should verify that their request has been processed by selecting the option for the confirmation to be sent to their email address.

The Online Open Enrollment Application option will be available during the Open Enrollment period commencing on December 3, 2018 at 8:00 am and closing on January 18, 2019 at 5:00 pm.  The Online Open Enrollment Application allows revisions to requests up to the final submission date of January 18, 2019 at 5:00 pm. The Online Open Enrollment Application will not accept any requests or revisions after 5:00 pm on January 18, 2019.  Open Enrollment requests made through the  Online Open Enrollment Application will be automatically submitted to the computerized Open Enrollment lottery.  Parents will be notified of the results of the lottery via US mail in February 2019.

    Please note:

If you receive your Open Enrollment choice of school for 2019-2020, it does not guarantee that in future years a sibling will be placed at that school site or that your student will matriculate into the feeder school.  Feeder schools are based on the resident address of the student and not on an Open Enrollment placement.

    Employees of SJUSD:

An employee of San Juan Unified School District "means any person in the service of San Juan Unified School District who is under any appointment or contract of hire.  This includes those individuals employed in regular positions, full time or part time, and does not include individuals hired as substitutes, school playground recreation aides, stipend or other short term positions."

Parents who are residents and employees of San Juan Unified School District are now able to submit their Open Enrollment requests online and claim their employee priority.  An employee who requests the site where he/she works will receive the same priority as siblings in the lottery.  Employees requesting placement for their student at an alternative site via Open Enrollment will receive a secondary priority.

    Elementary School Priorities

    First Priority

    • Sibling(s) of a student currently enrolled in the requested school and who will continue to attend the requested school through the next school year
    • Students whose parent/guardian is assigned as an employee to that school as his/her primary place of employment
    • Students whose school of residence for the following year have historically been eligible for the first priority in the open enrollment lottery due to their identification for program improvement under No Child Left Behind (NCLB) will still be considered eligible for the first priority until such time as schools are designated by the California Department of Education as needing program assistance.  The list of schools that qualify for this priority for the 2019-2020 lottery are listed in the link below:

List of Priority Title 1 Schools for 2019-2020 Open Enrollment Lottery

    Second Priority

    • Students residing within a 40 percent superimposed radius of a non-boundaried choice elementary school.  The radius is to be defined yearly by 40 percent of the total enrollment of each non-boundaried choice elementary school
    • Students whose parent/guardian is an employee of San Juan Unified School District

    Third Priority

    • All students who are residents of the San Juan Unified School District and who do not qualify for priority one or two

    Middle and High School Priorities

    First Priority

    • Sibling(s) of a student currently enrolled in the requested school and who will continue to attend the requested school through the next school year
    • Student whose parent/guardian is assigned as an employee to that school as his/her primary place of employment

Intra district transfers for the current school year of 2018-2019 will not be accepted during the Open Enrollment Lottery.

    Interdistrict Transfer Process  - January 2, 2019 to February 28, 2019:

Students who do not live within the district’s school boundaries may apply for the Dual Immersion Program by submitting an interdistrict transfer application. Out of district transfer applications will be accepted for the Dual Immersion Program during the priority window between January 2, 2019, and February 28, 2019. Out of district families who apply during the priority window may be placed, if room is available, after all San Juan Unified District students have been enrolled.  If room is not available for all interdistrict families to be placed, a lottery will be held that will provide priorities to families whose siblings are currently enrolled in the DI Program for the 2018-2019 year, and for school site and district employees.

    Please note:

If you receive your open enrollment choice of school for 2019-2020, it does not guarantee that in future years a sibling will be placed at that school site or that your student will matriculate into the feeder school.  Feeder schools are based on the resident address of the student and not on an Open Enrollment placement.  Additional questions may be directed to San Juan Central at (916) 971-7179.

What if you missed the Open Enrollment Lottery?
