Local Control and Accountability Plan

The Local Control Funding Formula (LCFF) lists eight state priority areas that every district must address in their Local Control Accountability Plan (LCAP) to ensure a high-quality educational program for students focused on conditions for learning, engagement, and pupil outcomes. Each of the eight areas is listed below along with the indicators of success the state calls out. Each local district can use additional indicators of success as well.

Conditions for Learning

Basic Services

  • Rate of teacher misassignment

  • Student success to standards-aligned instructional materials

  • Facilities in good repair

Implementation of Common Core State Standards  (CCSS)

  • Implementation of CCSS for all students including English learners

Course Access

  • Student access and enrollment in all required areas of study


Parental Engagement

  • Efforts to seek parental input

  • Promotion of parental participation

Student Engagement

  • Attendance rates

  • Chronic absenteeism rates

  • Middle school dropout rates

  • High school dropout rates

  • High school graduation rates

School Climate

  • Student suspension rates

  • Student expulsion rates

  • Other local measures

Student Achievement

  • Performance on standardized tests

  • Academic Performance Index Scores (API)

  • Share of students who are college and career ready
  • Share of English learners who become English proficient
  • Share of students passing Advanced Placement (AP) tests
  • Share of students determined prepared for college by the Early Assessment Program (AEP)
