Board Members

  • The Board of Education is the governing body for the San Juan Unified School District. The five board members are elected at large by the community to four-year terms. Terms are staggered so that two or three seats are up for election every two even-numbered years. Board members earn compensation of $787.50 each month and may subscribe to the district's health insurance plans. The superintendent of the school district serves as the chief executive officer, manages district staff and ensures that board policies are carried out.     Paula Villescaz Paula Villescaz - President

    Paula Villescaz was elected to the San Juan Unified School District Board of Education in 2016. Paula is a proud product of public schools and graduated from Mira Loma's International Baccalaureate Program and earned a B.A. in Political Science from the University of California, Berkeley. Paula is the Assistant Secretary for the California Health and Human Services Agency, where she coordinates the work of the California Department of Child Support Services, the Department of Social Services, the Office of Systems Integration, and the Child Welfare Council. Previously Paula was a Principal Consultant to the California Legislature where she advised on policy issues related to children's health, mental health, behavioral health, and substance use disorders and treatment programs. During the summers, Paula volunteers as a coach for the South Sacramento Junior Giants Baseball Program, and a Youth Counselor at Camp Okizu, which provides peer support and recreational programs to meet the needs of children and families affected by childhood cancer. Paula resides in Arden-Arcade.  
    Michael McKibbin Michael McKibbin, Ed.D. -  Vice President

    Mike McKibbin was elected to the Board in 2014. He is married to Dr. Celeste Roseberry-McKibbin and his son, Mark, attended Casa Roble High School. He received his baccalaureate degree from Purdue University and earned two masters degrees and a doctorate from Columbia University. He has worked as a Peace Corps Volunteer, a high school teacher, an elementary teacher, and a professor at four universities. He did public policy work in teacher preparation and certification for 27 years. This work included helping develop support and performance assessment systems for teachers and developing and implementing a program that brought second career professionals into California’s classrooms. He is also active in Rotary and Sacramento Valley Returned Peace Corps Volunteers.
    Zima Creason  Zima Creason - Clerk

    Zima Creason was elected to the San Juan School District Board in 2018. Zima is a parent, advocate, mental health policy expert, and businesswoman that has worked in the mental health policy and education field since 2001. Currently, she serves as the President and CEO of Mental Health America of California (MHAC). She is committed to coalition building and stakeholder empowerment/engagement. Zima serves in a variety of volunteer capacities. She is appointed to the Sacramento County Children’s Coalition, appointed to the California Department of Education Student Mental Health Policy Workgroup, member of the My Sister’s House Friends Committee, and a member of the National Institute of Mental Health Outreach Partnership Steering Committee. Zima is dedicated to academic success, safety, and mental wellness for all students. She resides in Carmichael with her husband, Curtis, and her son, Caden, who attends middle school in San Juan Unified.
    Pam Costa Pam Costa - Member

    Pam Costa was elected to the San Juan Unified School District Board of Education in 2012. Pam graduated from the University of California, Davis with a Bachelor of Science Degree and a California teaching credential. She earned a Master in Educational Leadership and an Administrative Services Credential from California State University, Sacramento. Pam served as a teacher, principal and director of numerous schools and programs in San Juan Unified, including 21 elementary schools, the BSTA/PAR program and the Early Childhood Education programs. Pam has also seen San Juan schools from a parent’s perspective. Her son, Josh, attended San Juan schools from kindergarten through high school and upon graduating from college has worked for the district first as a teacher and later as an administrator. Since being elected to the Board, Pam has completed the California School Board Association’s (CSBA) Masters in Governance Program, was a member of the 2014 CSBA Conference Committee, and was a Golden Bell validator.

    Saul Hernandez was elected to the Board in 2012. Saul graduated from Brigham Young University with a B.A. in International Relations. Saul and his wife, Gina, have four children. All of them attended Thomas Kelly Elementary, Barrett Middle School and Del Campo High School. Within San Juan Unified, Saul has served on the Citizens Bond Oversight, the Facilities, Transportation and Finance and the 3280 committees. Saul has owned and operated a small business in the Carmichael and Fair Oaks area since 1991.
