Board Briefs: June 14, 2022

Here are a few highlights from the June 14 board meeting (the full agenda packet is available):

Public hearing held on San Juan Unified’s Local Control and Accountability Plan (LCAP)

Staff provided the board with an update regarding revisions to the district’s 2021-24 LCAP. The 2021-24 LCAP is a three-year plan that supports the continuous improvement of student performance within the eight state priorities, especially for historically underrepresented populations, with an emphasis on English learners, low-income, and foster youth students. 

The LCAP is updated yearly based on a review of multiple sources of data that includes input gathered from consulting with educational partners, state and local data, practitioner experience and research. A public hearing was also held and action is anticipated on June 28. 

Board hears update on Universal Pre-K (UPK)

Staff provided the board with an update regarding new state funding for UPK and the district’s proposed UPK plan. 

The state has allocated funding to support UPK for all four-year-old children, and to expand services for three-year-old children, including UPK and expansion of the California State Preschool Program. Currently, approximately 815 students are served in preschool programs through San Juan Unified’s Early Childhood Education program, and the district currently offers 13 current Transitional Kindergarten (TK) classes. The district will be expanding TK classes through a phased-in approach and plans to add nine new classrooms for the 2022-23 school year, with additional classrooms being added each year until all children who turn four by Sept. 1 are eligible in the 2025-26 school year.

Board adopts resolution affirming safe learning environments

The board adopted a resolution affirming San Juan Unified’s commitment to prioritizing safe learning environments through the allocation of fiscal resources, investment in staffing and collaboration with the community. The resolution affirms the board and the district’s commitment to safety planning including the proper use of drills and exercises, campus safety assessments, continued collaboration with community partners to improve safety, investment of $10 million to address high-priority campus safety upgrades, and calls on state and federal officials to expand investments in these areas as well.

  • The board held a public hearing on the 2022-23 proposed budget. Action is anticipated on June 28.
  • The board discussed the newly proposed board policy on working remotely. Action is anticipated on June 28.
  • The board adopted the district’s respective bargaining interests with the San Juan Professional Educators Coalition (SJPEC), the San Juan Supervisors Association (SJSA) and the California School Employees Association (CSEA) Chapter 127.
  • The board adopted a resolution adopting the CEQA Mitigated Negative Declaration for the Mesa Verde High School new construction lease/leaseback project. Additionally, the board approved the first amendment to the lease agreement for Mesa Verde High School's new construction project between San Juan Unified and Robert A. Bothman Construction. 
  • The board also adopted a resolution declaring the intent to convey a permanent easement at the district’s transportation yard to SMUD.
