Board Briefs - June 8, 2021
Here are a few highlights from last night’s board meeting:
Update on the district’s COVID-19 response
Superintendent Kern shared that the district will resume hosting in-person board meetings. Board meetings will continue to be streamed on YouTube and there will be an ability for individuals to submit public comments by speaking in person or online via a written format.
The district will continue to monitor state and local health guidance as we near the June 15 date of reopening California’s economy.
Update on the California Voting Rights Act
San Juan Unified is in the process of changing how Board of Education members are voted and elected into office from an 'at large' election' to 'by-trustee area' elections.
The Board of Education took the first step in the process on March 10, 2020, when it adopted a resolution declaring the intent to transition between systems. At a special board meeting on March 31, 2020, the board held the first pre-map public hearing with a demographer to discuss the process. Before a second public hearing could be held, the board adopted a resolution to 'pause' the process due to the health and safety concerns caused by the COVID-19 pandemic pursuant to Governor Newsom’s Executive Order N-38-20.
The district intends to restart this process, following the Governor’s current June 15 plan for reopening. A special board meeting will be held on June 15 to serve as the second pre-map public hearing, where criteria will be discussed for the demographer to consider when preparing public maps.
A second special board meeting will be held on June 29, where the demographer will present the proposed maps. This will also serve as the first map review public hearing. The district will hold community input opportunities on July 1 and July 6 at various locations across the district.
July 8 will be the last special board meeting and will be the second map review public hearing and map adoption hearing. By July 9, the district will submit a final map to the County Committee for consideration and ask for review by July 26. Elections for by-trustee area seats will begin in November 2022 and continue in November 2024.
Update on the 2021-2024 Local Control and Accountability Plan (LCAP)
The board heard an update and held a public hearing regarding revisions to the San Juan Unified 2021-2024 LCAP.
The LCAP includes eight state priority areas: Implementation of Common Core State Standards (CCSS) and English Language Standards (EL), Student Achievement, Student Engagement, School Climate, Parental Involvement, Course Access, Basic Services, and Other Student Outcomes. This year’s 2021-2024 LCAP includes the 2019-2020 LCAP Annual Update and the 2020-2021 Learning Continuity and Attendance Plan Annual Update.
The board is anticipated to take action on this item on June 22.

- The 2021-2022 proposed budget was presented to the board and a public hearing was held. The board is anticipated to take action on this item on June 22.
- The board heard a presentation from the Fair Oaks Recreation and Park District regarding the use and renovation of the fields at La Vista for youth girls’ softball.
- The board approved Side Letters of Agreement with CSEA, SJPEC, Teamsters and Supervisors, SJAA, Cabinet, Confidential and Unrepresented groups, as well as discussed the tentative agreement with the San Juan Teachers Association. The board adopted bargaining interests for new successor agreements with Teamsters Union Local No. 150 and the San Juan Supervisors Association.
