Board Briefs: Feb. 14, 2023

Here are a few highlights from the Feb. 14 board meeting (the full agenda packet is available):

Board hears mid-year update on 2022-23 Local Control and Accountability Plan (LCAP)

The 2021-2024 LCAP is a three-year plan that supports the continuous improvement of student performance within the eight state priorities, especially for our historically underrepresented populations, with an emphasis on English Learner, low-income, and foster youth students. The LCAP is updated yearly based on a review of multiple sources of data that includes input gathered from consulting with educational partners, state and local data, practitioner experience, and research. 

In June 2022, the governing board adopted the 2022-23 LCAP. The mid-year update included:  

  • An overview of the LCAP 

  • Available mid-year data related to metrics identified in the 2022-23 LCAP  

  • Mid-year expenditures on actions identified in the 2022-23 LCAP

Board held a public hearing on a Camp Winthers fee increase

Staff provided the board with an update on Camp Winthers and the board held a public hearing related to an increase in the fees for Camp Winthers summer camp programs and fall weekend group usage. 

Environmental education programs have been conducted at Camp Winthers since 1957 and the camp is owned and operated by San Juan Unified. The fees and rates for the Camp Winthers summer program and the fall/weekend camp rental components have been static for more than a decade. Meanwhile, operating costs have continued to rise. Camp Winthers fees are significantly lower than comparable programs in the region. This is a feature that has kept the program accessible to families who otherwise would not be able to afford summer camp. However, the current revenue structure is running at a deficit. The recommendation is to incrementally increase fees over the next few years to help cover the actual operating cost of the summer camp program. Board action on this fee increase is anticipated at the Feb. 28 board meeting.

In other news…

  • The board heard a 2022-23 LCAP mid-year update for Choices Charter School.

  • The board adopted a resolution declaring the intent to convey a permanent easement at the Sunrise Technical Center to the Citrus Heights Water District. A public hearing will be held on Feb. 28. 

  • The board discussed multiple resolutions on reducing or discontinuing particular kinds of services and the corresponding certificated staff that will be reduced as a result for TK-12 certificated and Early Childhood Education. Action on these items is anticipated at the Feb. 28 board meeting.

  • The board also discussed a resolution on reducing or eliminating certain classified positions due to lack of work and/or lack of funds. Action on this item is anticipated at the Feb. 28 board meeting.
