Board Briefs - April 13, 2021

Here are a few highlights from last night’s board meeting:

Update on in-person learning and COVID-19 response

Superintendent Kern shared that starting April 26, San Juan Unified’s hybrid instructional model will shift to 4-days per week of in-person instruction for students in grades TK through 12. In-person students will attend Monday, Tuesday, Thursday and Friday mornings while students enrolled in distance learning will continue to receive synchronous instruction each afternoon. Wednesdays remain dedicated to asynchronous learning and delivering specialized and intervention instruction to students remotely. Infant, toddler and preschool students will shift to a 4-day model for in-person learning starting May 3.

The district is planning for a return to a full-time five-day schedule with the start of the 2021-2022 school year on August 12.

The district recently began providing COVID-19 testing locations for all students and staff to help prevent the spread of COVID-19 while assisting individuals with monitoring their own health and protecting those around them. As Sacramento County is currently in the red tier of the state’s COVID-19 risk assessment system, asymptomatic testing is recommended every two weeks for students and school employees. Testing is voluntary and there is no cost to the individual being tested. 

Several indoor sports have recently come online, including basketball, volleyball and wrestling. Frequent and regular testing is required for athletes and coaches. Two household family members per athlete are allowed as spectators for indoor sports at this time.

Update provided on Comprehensive Coordinated Early Intervening Services plan

Staff provided the board with an update on the district’s Comprehensive Coordinated Early Intervening Services (CCEIS) plan, which is put into place because the California Department of Education (CDE) has identified San Juan Unified as significantly disproportionate based on:

  • race or ethnicity with respect to the identification of children with disabilities; 
  • the identification of children in specific disability categories; 
  • the placement of children with disabilities in particular educational settings; 
  • or the incidence, duration and type of disciplinary actions, including suspensions and expulsions

On Nov. 17, 2020, the board approved the abstract for the 2020-2021 CCEIS plan. The CCEIS plan addresses the areas of significant disproportionality through an action plan that targets a relevant student population by providing general education support and interventions. The goal is to address students' need to reduce the risk of suspension over a period of 27 months.

San Juan Unified is currently still awaiting approval from CDE for the proposed plan. In the meantime, the district is currently implementing the 2019-2020 CCEIS plan. Staff provided an overview of the plan that is currently in place. 

In other news...

  • The board adopted a resolution proclaiming April 27 as California School Bus Driver’s Appreciation Day. 
  • The board approved amending San Juan Unified’s graduation requirements for the Class of 2021. The reduction of district-required courses and credits for the Class of 2021 was recommended due to the impact of the COVID-19 pandemic.
  • Staff provided an update on the California Voting Rights Act and the process of changing how Board of Education members are voted and elected into office from an 'at large' election to 'by-trustee area' elections. Due to Governor Newsom’s Executive Order N-38-20, a ‘pause’ was put on the process because of health and safety concerns caused by the COVID-19 pandemic. The district’s current plan is to resume the process once it is safe to do so.
  • The board approved the California Montessori Project San Juan Campuses charter school renewal petition for a term of five years from July 1, 2021 through June 30, 2026.
